Major Duties & Responsibilities:

The Chief Environmental Engineer (CEE) position is to be ASPAs leader on engineering, operational, and other complex technical issues and provide direction and assistance to engineers, technicians, ASPA Officers, division and departmental management, federally-funded project personnel, and outside parties (government agencies, consultants, contractors, general public) when needed. CEE must possess leadership, professional engineering and project management skills which apply to a variety of civil, sanitary and environmental projects related to ASPAs operations and capital projects. The CEE will also direct, coordinate and oversee the performance of complex engineering tasks by subordinate technical staff within ASPAs Engineering Services and Operations Divisions to ensure quality and timely completion of both federally-funded and in-house operations projects.

Minimum Requirements:
Education: Bachelor of science degree in an engineering discipline; Active U.S. registration/license as a civil/sanitary Professional Engineer (P.E.).
Experience: Fifteen (15) years experience in civil engineering or related work including project management (planning, design and administration); or ten (10) years of related work experience in civil engineering work, including project management (planning, design and administration), and a Master of Science in Civil or Environmental Engineering; and supervisory experience (preferred). CEE must have six (6) years of experience working in managerial/ supervisory role (concurrent with above)
Skills, Abilities: Job Requirements Knowledge of:

Planning, design, and inspection of municipal water, wastewater & solid waste systems constructions and maintenance projects.
US-EPA construction grant programs (preferred);
Federal and local environmental regulations, US-EPA and AS-EPA drinking water regulations and US-EPA NPDES permit program issues (preferred).

Skilled in:

Managing construction planning and installation of municipal water, wastewater & solid waste systems;
Developing methods and standards for the protection of public health and the environment in response to Federal Clean Water Act requirements and other related laws/regulations;
Providing technical environmental health guidance to staff, government officials, & public;
Participating in environmental water, wastewater & solid waste systems surveys and studies, interpreting findings and reporting on results;
Planning and conducting technical training for professional and construction staff to ensure competence in safety, quality control and environmental protection activities & many more relevant / critical work related details required by management from time to time
