Parsons is seeking a Houston based, Principal level Project Controls, to play a key role in supporting start-up of our Engineering, Procurement & Construction (EPC) practice for the Oil, Gas, Petrochemicals, & Power Generation industries. The successful candidate will be responsible for all aspects of Project Controls support for key strategic pursuits and project startups. Working closely with the Proposal Manager, Chief Estimator, Project Management and other key staff, this position will contribute throughout the entire life cycle of the market focus projects, from start up through project close-out.

Additionally, the successful candidate will be responsible for building an organization of professionals as the business grows. Developing and managing project controls professionals for the department to include: project controls managers, schedulers, quantity tracking and cost engineers. This individual will support and work with teaming members, subcontractors and clients as required.

Position Overview

Responsible for managing all Project Controls activity, pre-contracts through project start-up and execution, for complex opportunities and projects. Assist in the identification of upcoming project controls and scheduling needs, participate in identifying and developing project specific reporting requirements and systems.

The ideal candidate will have Project Controls Management and hands on experience in leading a department of Project Controls professionals for Lump Sum Turn Key, Direct Hire projects in the Oil & Gas and Industrial and Construction projects, specifically in the areas of pipelines, Power and petrochemical plants. Experience with both domestic and international projects is preferred.

SPECIFIC RESPONSIBILITIES:

Participate in the evaluation of RFP/Proposal requirements, reviewing detailed documents, assessing scope of work, during the pre-contracts phases. Working closely with Proposal Project Manager/OSS GBU staff/Estimating/ and scheduling to develop appropriate level Project controls approach, consistent with complexity of opportunity.
Assist in the development of Work Breakdown structure, and deliverable registers in conjunction with estimating, scheduling and technical leads (proposal/project) as appropriate.
Validate and assess schedule, with emphasis on identifying risk items.
Prior to project start develop approved baseline for EPC projects, detailing the scope of work to be performed. Assuring the baseline is maintained and updated throughout the project.
Support complex development of Earned Value methodology appropriate for this market. Coordinate with project team/scheduling lead in identifying, recording and reporting on work progress, and support tracking of change events. Evaluate actual EPC progress and provide regular updates to internal Project management and Client. Track project deliverables & monitor physical percent complete (Quantity tracking)
Ability to assess CPM schedule to monitor equipment, logistic activities, and vendors & subcontractors scope of work
Strong demonstrated experience assessing and tracking the impact(s) of design/construction changes and schedule slippages.
Publish monthly project reports, which include progress curves, Variance analysis, manpower planning, look ahead and critical path schedules, resource requirements, float analysis, etc.
Work closely with Scheduling function to reports status of schedule to appropriate project and Company management as well to the client.
Demonstrated ability to work with organization in the development and deployment of state of the art, web based and collaborative tools and methods for Project Controls, interfacing with Engineering, Procurement, Document Controls and Construction.
Maintain relationships with project personnel, particularly with discipline leads in home office and at site.
Provides guidance, direction, and specialized assistance for the resolution of difficult project control problems. May interface with clients, attend regular meetings, and give statistical reports.
Analyzes, evaluates, and forecasts current status against an established baseline schedule.
Accumulates and accesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting
Customizes project control systems to meet specific project requirements.
Assesses the impact(s) of design/construction changes and schedule slippages.
Demonstrated Risk Management experience for complex work

## Qualifications

PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Engineering or Construction Management or related field (or equivalent work experience) and 15-20 years of related experience, as well as demonstrated leadership roles with mid to large size EPC Company.

Oil & Gas/Industrial and Construction experience, specifically in the areas of pipelines, power and petrochemical plants, LNG (Liquid Natural Gas), GTL (Gas to liquid) or GTM (Gas to methanol) projects. Hands on experience in all phases of project from proposal preparation, Feasibility and Conceptual Design, FEED EPC.
SKILLS/COMPETENCIES
Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.
Proficient PC skills including proficiency with Oracles Primavera P6, and other Project Controls Software and Microsoft Office Suite. Proven ability to perform in a supervisory capacity, as well as thorough knowledge of industry practices is required.
